Wealthy businessman Roland Daggett has paid arsonists to set off bombs in Park Row AKA Crime Alley in an effort to displace its inhabitants and clear the way for his investments. But even as Batman gets a confession from the arsonists, Gotham City Police won’t lay a hand on the wealthy and connected Daggett. Batman nearly goes after Daggett himself, but Dr. Leslie Thompkins reminds Bruce that he has an appointment to keep in Crime Alley.
